Is Tempura Halal? Where to Eat Halal Tempura in Japan (2026)

halal tempura Oct 13, 2026
Quick Answer: Tempura is seafood and vegetables fried in batter, but at an ordinary shop you need to check the frying oil and the dipping sauce (tentsuyu), which usually contains mirin. In Tokyo, three restaurants are on the Japan Halal Foundation's list of certified places: Tempura Asakusa SAKURA (two stars, alcohol served) and both Ginza branches of Tendon Itsuki (three stars, no alcohol). Near Mount Fuji, Idaten Bettei in Kawaguchiko is certified by the Japan Halal Certification Promotion Organization. In Osaka, Tendon Matsuyama in Sennichimae is certified by Halal Navi, the operator of this site, for specific dishes on its menu.

Checked October 2026 against each restaurant's official website and the Japan Halal Foundation's published list.

Why tempura needs checking

The batter itself is simple. A typical tempura flour mix lists wheat flour, starch, powdered egg yolk and egg white, baking powder and a vitamin colouring (Showa Sangyo). The questions are elsewhere:

  • The frying oil. At a restaurant that also fries pork, such as pork cutlets, the same oil may be used for everything. Ask before you order.
  • The dipping sauce. Tentsuyu (天つゆ) is made with soy sauce, mirin and fish stock. Yamaki's bottled tentsuyu, for example, lists soy sauce, mirin, sugar and bonito extract (Yamaki). Mirin is a rice wine seasoning, so ask for salt instead if you avoid it. Our guide to Japanese seasonings explains mirin in detail.
  • Tendon sauce. On a tendon (天丼, tempura on rice), a sweet soy-based sauce is poured over the top. Ask whether it contains mirin.

What the Japan Halal Foundation's stars mean

The Japan Halal Foundation (JHF) certifies restaurants at three levels (JHF):

  • Three stars: everything is halal. No pork or pork derivatives, and no alcoholic drinks are served.
  • Two stars: the food is halal. No pork or pork derivatives. Alcoholic drinks can be served, under strict rules to keep them out of the food.
  • One star: specific menu items are halal.

Tempura at other restaurants

At a tempura shop that makes no halal claim, these three questions cover the main risks. Our Muslim dietary card has more phrases in Japanese.

  1. Do you fry pork in the same oil? (豚肉と同じ油で揚げていますか?)
  2. Does the sauce contain mirin or sake? (たれやつゆに、みりんやお酒は入っていますか?)
  3. Can I have salt instead of the sauce? (つゆの代わりに塩をもらえますか?)
