Today visited Otaru city and checked the nearest. So found this crazy spice Nepali base Indian Restaurant. They have Halal menu and all pots plates are separated as per their waiter. I suggest if you cannot find any thing other then the place has normal taste. They use port curry too so specially be strict when you order.
